Each year, the declaration on OPERAT tracks the building’s consumption against its Éco Énergie Tertiaire trajectory.

The annual consumption, corrected for weather variations, is compared with the targets that apply to the building. The platform issues an annual certificate and a rating that goes with it.

The dispositif Éco Énergie Tertiaire (DEET), the scheme the décret tertiaire puts in place, requires a progressive reduction in final energy consumption. The 1,000 m² threshold is assessed on a single building, on the service-sector parts of a mixed-use building, or across a group of buildings on the same land parcel or site : a portfolio can fall within scope without any one building reaching the threshold on its own. For each deadline, the target can be met by two routes: a reduction in relative terms against a reference year, or a consumption level met in absolute terms.

Relative value

The reference consumption is that of a full year of operation chosen between 2010 and 2022, then adjusted for weather variations. If that year has not been entered on OPERAT before 30 September 2027, the first full year of operation declared on the platform becomes the reference year.

Absolute value

The consumption levels are set by ministerial order for each category of activity, from the consumption of new buildings in the same category. The order of 1 August 2025 added the values that apply to offices.

Décret BACS

Scope
Service-sector buildings whose heating or cooling exceeds 70 kW

Since 2025 above 290 kW, and by 2030 at the latest for systems of 70 to 290 kW

The décret BACS, for Building Automation and Control Systems, requires an automation and control system according to the rated useful output of the heating or cooling plant. In existing buildings of 70 to 290 kW, it is installed when the equipment is replaced, and by 1 January 2030 at the latest, under the decree of 26 December 2025. New buildings must be equipped from the outset, according to the date the building permit was filed. The requirement falls away if the owner produces a study establishing that the installation cannot be carried out with a payback period of under ten years.

Regulation (EU) 2024/573 phases down, then bans, certain equipment that uses fluorinated gases with a high global warming potential (GWP). Propane R-290, which is not a fluorinated gas, falls outside these bans.

The Carbon Risk Real Estate Monitor (CRREM) publishes decarbonisation trajectories by country and by building type, consistent with warming held to 1.5 °C. They give the year in which an asset’s carbon intensity crosses the trajectory chosen.

Our studies

Building energy audit

We analyse the envelope and the systems, rebuild the consumption profiles by end use, and identify quantified improvement measures.

The study sets out the main end uses, compares the levers available and feeds the energy trajectory of the building.

Décret BACS compliance audit

We analyse the existing installations, identify the functions required and assess the changes needed. The study sets the technical requirements before the contractors who will carry out the work are consulted.

Energy trajectory study

We build and sequence a programme of measures consistent with the 2030, 2040 and 2050 targets, taking account of how the building runs and of when its plant falls due for replacement.

Summer comfort audit

We analyse the overheating risk and the main levers available: solar shading, thermal mass, night ventilation and cooling. This study can follow an energy audit, to check that the measures planned still hold for summer comfort.
